Launch of a Research Study on Securing and Developing Network
Engineering Talent, and Request for Cooperation
The Internet infrastructure that underpins our society continues to diversify and grow in complexity. As this evolution accelerates, the role of network engineers who maintain and operate these systems becomes increasingly critical. At the same time, concerns are being raised across the industry regarding a shortage of personnel and the ongoing generational transition, making the securing and development of skilled engineers an important challenge.
In response to these circumstances, JPNIC has applied for and has been commissioned to conduct the "Research Study on Securing and Developing Human Resources in the Network Engineering Industry," publicly solicited by the Ministry of Internal Affairs and Communications (MIC). Through this study, we will carry out a cross-industry assessment of the current situation and identify key issues.

Purpose and Scope of the Study
This study aims to clarify the responsibilities and skill sets required of network engineers, assess the current state of talent acquisition and training, and identify industry-wide challenges and directions for necessary measures. The research will be conducted primarily through questionnaires and interviews. This project is not for commercial purposes, but is carried out based on a public mandate.

A review team "Network Engineering Capacity Development Analysis Team (Member: Seiichi Kawamura and Ryosuke Yamazoe) " has been established to provide expert insight and guidance throughout the process.
Request for Cooperation from Stakeholders
This study will seek input not only from JPNIC members and IP address management agents but also from a broad range of stakeholders involved in network engineering, including students.
