At the Virtual Stakeholder Consultation held by the United Nations Department of Economic and Social Affairs (UN DESA) on December 8, 2025, to gather comments on the Revision 2 of the Outcome Document on the 20-Year Review of the World Summit on the Information Society (WSIS+20), A Technical Community Coalition for Multistakeholderism (TCCM) presented its views and submitted them to UN DESA. Twenty-five organizations, including JPNIC, signed this statement (additional signatories may be added in the future).

The key points of the statement and submitted comments are as follows:
TCCM commends the careful balance achieved among various stakeholders in the second edition. This document provides a solid foundation for the successful conclusion of WSIS+20 at the UN General Assembly on December 16-17, 2025. We wish to highlight three specific points:
- We strongly support a permanent Internet Governance Forum (IGF) with an adequately staffed and resourced secretariat within the UN Department of Economic and Social Affairs.
- We welcome the existence of the IGF Multi-Stakeholder Advisory Group (MAG), which provides crucial strategic guidance for a balanced IGF program.
- We support the Secretary-General's proposal for sustainable IGF funding combining core UN funding and voluntary contributions, with a concrete timeframe. Diverse funding sources will support continued financial stability. We stand ready to participate in the Secretary-General's stakeholder consultations on this critical issue.
TCCM believes an Internet that is open, free, global, secure, resilient and interoperable is vital to realizing the WSIS vision. We are firmly committed to the multistakeholder approach as the best way to deliver this.
This announcement is intended to inform you of JPNIC’s statement of opinion on the draft outcome document. Based on the results of these considerations, including the public consultation, the WSIS+20 outcome document was adopted at the United Nations General Assembly held on December 16 and 17, as mentioned above.
