JPNIC Joins the Trusted Notifier Network (TNN) as a Supporting Organisation

On 10 September 2026, the Japan Network Information Center (JPNIC) and the Trusted Notifier Network (TNN) signed a Memorandum of Understanding (MoU) under which JPNIC became a Supporting Organisation of TNN.

TNN's mission is to address the systemic gaps in how online abuse is identified and acted upon. TNN facilitates collaboration between accredited Trusted Notifiers and Internet Intermediaries by establishing a chain of indemnity and requiring that every notice be victim-verified and fully indemnified before it reaches an Internet Intermediary. Together, these mechanisms create the overarching accountability that has been missing from the current online abuse mitigation environment.

The role of a Supporting Organisation is to support TNN's mission and activities. Unlike Trusted Notifiers or Internet Intermediaries, Supporting Organisations do not submit or act on abuse notices. Their role is non-operational and policy-oriented, supporting TNN through activities such as policy dialogue, exchange of views, awareness raising and capacity building. JPNIC's participation as a Supporting Organisation therefore does not entail operational responsibility for individual cases or technical integration with TNN.

JPNIC has long recognised that maintaining a secure, stable and trustworthy Internet requires not only technical measures, but also cooperation among a wide range of stakeholders, each contributing according to its respective role. JPNIC looks forward to TNN developing a trusted framework for Trusted Notifiers and Internet Intermediaries, while further advancing its practices and policies through a multistakeholder approach.

As a Supporting Organisation, JPNIC will support TNN through participation in policy dialogue and consultations, awareness raising within the Japanese and regional technical communities, capacity-building activities where appropriate, and input from a technical-stewardship perspective. Through TNN, JPNIC also looks forward to strengthening information sharing and cooperation with stakeholders in the Asia-Pacific region and beyond.

Through this collaboration, JPNIC will continue to contribute to the development of effective and responsible approaches to addressing abusive activities on the Internet.
