From JPNIC

Dear Readers

Special Article 1 covers the 64th ICANN (Internet Corporation for A ssigned Names and Numbers, ICANN) Meeting (ICANN 64 Kobe), which was held from Saturday, March 9th to Thursday, March 14th, 2019. This was the first time in 19 years that the ICANN meeting was held in Japan.

The ICANN meeting is held so that I CANN community members can discuss and develop policies on rules to allocate Internet resources, especially policies concerning domain names.

Policy development at ICANN is carried out via a bottom-up method by multiple stakeholders involved in the Internet. A distinctive characteristic of ICANN is this multi-stakeholder, bottom-up approach. The ICANN 64 meeting was also held with the support and cooperation of multiple stakeholders. These included the Local Host Commit tee, network sponsors, the Ministry of Internal Affairs and Communicat ions, and organizations from Kobe City.

The conference featured performances by Japanese drums and gagaku (雅楽) musicians and appearances by Maikosan(舞妓さん). It was set in a traditional Japanese atmosphere and the conference administration exhibited quintessentially Japanese hospitality. Overall, the conference was highly rated by participants from all over the world. Let's look back over some photos from the conference.

Special Article 2 features the Internet Week Showcase in Sendai held at the end of May 2019. As indicated by the word, "Showcase", it is a spinoff event that features select sessions from the "Internet Week" event held every fall. Although the original "Internet Week" doesn't offer live video coverage, the Internet Week Showcase provided live streaming throughout which was viewed by many offsite participants across the country.

The venue, Sendai City, was severely damaged during the Great East Japan Earthquake. So some speakers selected topics related to disaster countermeasures and information about using the Internet during disasters.

In "Prologue to the Internet": its Technologies and Services, the JP29-type-robot "Nic-kun" and "Dr.Netson" of the Internet research institute explain "The Development of Video Streaming Methods". Let's review how video streaming methods have developed from the three perspectives of "playing" "taking" and "sharing."

"Introducing JPNIC members" focuses on a particular JPNIC member engaged in interesting activities. This time, we highlight Okinawa Telecommunication Network Co., Inc., an ISP in Okinawa. In Okinawa, it is particularly challenging to maintain networks properly, as there are many remote islands that are frequently damaged by power ful typhoons. We were fascinated by the stories they shared of hardships unique to the Okinawan region. And we were impressed by the strong sense of responsibility they display in carrying out operations to maintain networks in Okinawa.

"The Internet loves you" is a corner that introduces someone who is active in the Internet industry. This time, we introduce Mr. Takuya Miyasaka of KDDI Research, Inc. He is engaged in network operation and technology development as a network engineer. In addition to his regular work, he participates in Internet community activities such as the IETF, the JANOG Steering Committee and so on. He talks about his career, the reason he engages in community activities, and his future goals.

In our "10 Minute Internet Course", we highlight DOTS (DDoS Open Threat Signaling). Its purpose is to standardize the DDoS defense request method between organizations. It takes time for organizations to handle DDoS defense requests manually when facing a DDoS attack, as well as alert other organizations to take protective measures. Standardizing DOTS enables organizations to utilize automatic DDoS defense request procedures and facilitates collaboration among multiple organizations.
