Dear Readers,

In Special Article 1, we report on the business plan and income/expenditure budget for FY2025 that were approved by JPNIC members in March 2025, as well as the business report and income/expenditure statement for FY2024 that were approved in June 2025.

In Special Article 2, we provide an overview of the program JPNIC offers to support young engineers and researchers in Japan who wish to participate in international conferences. For further information on the program, visit https://www.nic.ad.jp/ja/intl/fellowship-program/index.html (in Japanese only).

Major movements have been taking place in the Internet governance community in 2024 and 2025. WSIS+20, an evaluation set for 20 years after the World Summit on the Information Society (WSIS), is scheduled to be held at the United Nations General Assembly in 2025. In Special Article 3, we report on the WSIS+20 evaluation process that will take place from mid-March 2025. We also describe the European Commission's strategy for internal security in the European Union (ProtectEU), which was published on April 1, 2025. This strategy sets out an ambitious vision and work plan for the coming years to respond to the changing security environment and geopolitical conditions.

"Talking with JPNIC Members" focuses on a particular JPNIC member engaged in interesting activities. This time, we visited Cable Television Tokushima, Inc., headquartered in Tokushima City , Tokushima Prefecture, who are celebrating the 35th anniversary since the start of their commercial broadcasting. As an infrastructure provider, they have contributed greatly to the development of local communities by working with local governments to provide information essential to daily life, such as disaster information. Although there are many cable TV companies in Japan, Cable Television Tokushima is probably the only company in Japan that connects both its production control room (station side) and its satellite truck through the use of an IP network for their broadcasting systems, which is a great advantage of their fiber-optic connection and a testament to their technological prowess. They focus on creating services with high technical skills, meticulous advance preparation, flexible response, and excellent teamwork, and we were very impressed by their statement that "the people on camera are the main actors, and we are behind the scenes."

In Prologue to the Internet: Its Technologies and Services, the robot JP_29 II and Dr. Hajime Koto Jr. of the Internet Research Institute explain the development of user authentication. You probably use user authentication every day, both at work and in your daily life. Here, we take a look at how user authentication has developed over the years.

In Pick Out!, we introduce featured articles from the JPNIC blog. This time, we feature a photo report of the roundtable discussion held after our 76th General Meeting, entitled "We Need More Fellows to Support the Network! The Future Connected by the Power of the Community". For the full text, visit https://blog.nic.ad.jp/2025/10613/ (in Japanese only).

The Internet Loves You is a feature in which we introduce a person who is active in the Internet industry. This time, we spoke with Mr. Naohide Kamitani, who works for Arista Networks, Inc. and is very active in community activities such as JANOG. Seeing his amazing dedication both in his job and in his community activities, it is hard to believe that he was not involved with the Internet before entering the workforce. He is interested in various other fields in addition to network technology, and emphasized the joy and pleasure he feels when he can connect the dots of his knowledge.

In November 2024, JPNIC released guidelines outlining countermeasures against unauthorized pathways on the Internet using RPKI ROAs, with the aim of improving the reliability and security of the Internet. In our 10 Minute Internet Course, we explain the guidelines in detail.
